Donald Trump Hit With 26 Articles of Impeachment

Rep. Steve Cohen, a Tennessee Democrat and senior member of the House Judiciary Committee, introduced 26 articles of impeachment against President Donald Trump on September 24, 2026.

The sweeping resolution accuses Trump of alleged abuses of power, violations of his oath of office, misuse of presidential authority and other conduct that Cohen says warrants congressional action.

Cohen's proposal covers a wide range of issues involving Trump's second administration, including foreign policy, immigration enforcement, federal spending, presidential pardons, government agencies and relations with the media.

One of the first articles accuses Trump of undermining democracy by sowing doubt about elections, while another alleges that he waged war against Iran without congressional approval.

The resolution also includes allegations concerning military operations in Venezuela and the deployment of military forces against American cities, according to Cohen's office.

Immigration represents another major section of the filing, with articles addressing birthright citizenship, deportation policies, detention practices and alleged violations of court orders.

Several articles also target the administration's treatment of federal employees, including allegations involving inspectors general, government funding decisions and loyalty requirements within the federal workforce.

The impeachment resolution further addresses presidential pardon powers, alleging that Trump improperly used or misused that authority. Cohen's filing presents these matters as alleged constitutional and legal violations.

Another portion of the resolution focuses on Trump's relationship with the news media, including allegations that his administration restricted press access and attempted to influence media organizations.

Cohen's filing also raises allegations involving universities, law firms and the use of presidential authority in ways he argues have exceeded constitutional boundaries.

The Tennessee congressman additionally accuses Trump of benefiting personally from the presidency, including alleged violations involving the Constitution's emoluments provisions.

Cohen has previously pursued impeachment against Trump. In November 2017, he introduced five articles of impeachment during Trump's first administration.

Trump was subsequently impeached twice by the House during his first presidency. The Senate acquitted him in both cases, leaving him in office after each proceeding.

The latest filing, however, does not mean Trump has been impeached again. Articles introduced by an individual representative become impeachment only if the House ultimately approves them.

Cohen himself acknowledged that his current effort faces significant obstacles, particularly because Republicans control the House at present. He described the resolution partly as a record of his constitutional concerns.

The proposal follows another unsuccessful impeachment effort by Democratic Rep. Al Green. On September 15, the House voted 232–147 to table Green's resolution.

Cohen has said he hopes the filing could serve as a framework for the next Congress if lawmakers decide to pursue broader investigations or impeachment proceedings.

The 26 articles therefore cover considerably more than a single controversy, touching on foreign military actions, immigration, executive authority, federal spending, media access and presidential conduct.

For now, Cohen's resolution remains a proposal introduced by one House member. It has not resulted in Trump's impeachment, removal from office or a Senate trial.

The filing nevertheless puts impeachment back into the national political debate, with its 26 allegations creating another major point of conflict between Trump and congressional Democrats.
