39% Approval: The One Number That Explains the GOP's Midterm Panic

The graphic captures a moment of political gravity. Trump's approval rating has fallen to levels that historically signal a "blue wave" — the kind of midterm disaster that cost Republicans 40 House seats in 2018.
But this time, the numbers are worse. And the cause is not abstract.
The 39% in Context
Trump's average approval rating stands at 34.9% with a disapproval rating of 62.1%, according to polling aggregator FiftyPlusOne . The 39% in the Fox News graphic is actually on the higher end of recent surveys. A Reuters/Ipsos poll from September 21 put Trump at 32% — the lowest of his political career .
A CNN analysis found that 50% of Americans now "strongly disapprove" of Trump's performance — a record high, surpassing his previous peak of 45% ahead of the 2018 midterms .
The intensity matters as much as the number. "Strong disapproval" is the metric that predicts turnout. And among independent voters, 56% strongly disapprove while only 9% strongly approve .
The Cost of Living Is the Killer
The Fox News graphic's framing — "squeezed by costs" — is backed by overwhelming data.
According to an AP/NORC poll, 65% of Americans primarily blame Trump's policies for persistently high prices. Only 17% approve of his handling of the cost of living . Nearly 70% say Trump has performed worse than expected on reducing living expenses .

The Electoral Map Is Still a Problem for Democrats
The 39% approval rating does not automatically translate to Democratic control of Congress. Republicans have structural advantages — gerrymandering, incumbency, and a favorable Senate map .

But those structural advantages may not be enough. FiftyPlusOne projects Democrats will gain 25 House seats and 4-5 Senate seats — enough for majorities in both chambers .
