TRUMP MAKES MARCO RUBIO’S DUAL WHITE HOUSE ROLE PERMANENT
President Donald Trump has formally appointed Secretary of State Marco Rubio as his permanent national security adviser, turning an interim arrangement that began in May 2025 into an official dual role.
The decision gives Rubio responsibility for two of Washington’s most prominent foreign-policy positions while allowing him to remain secretary of state and continue leading the State Department.
A White House spokesperson confirmed that Trump signed a commission formally appointing Rubio to the national security adviser position, according to reporting published September 22.
Rubio had already been performing the national security adviser’s duties on an interim basis since May 2025, following Trump’s decision to remove Michael Waltz from the position.
At that time, Trump announced that Waltz would be nominated as U.S. ambassador to the United Nations while Rubio temporarily assumed responsibility for the National Security Council.
The arrangement allowed Rubio to advise Trump on national security matters while simultaneously serving as America’s top diplomat, creating an unusually broad portfolio for one administration official.
The permanent appointment means Rubio will continue overseeing the National Security Council process and serving as a direct adviser to Trump on major foreign-policy and security matters.
As national security adviser, Rubio coordinates policy discussions among senior administration officials and helps present foreign-policy, intelligence and defense issues to the president.
His separate position as secretary of state places him at the center of America’s diplomatic relationships, negotiations and communications with foreign governments around the world.
The combination makes Rubio only the second person in American history to simultaneously serve as secretary of state and national security adviser.
The only previous official to hold both positions at the same time was Henry Kissinger, who served under Presidents Richard Nixon and Gerald Ford during the 1970s.
Kissinger became national security adviser in 1969 and later became secretary of state in 1973, holding both positions simultaneously until November 1975.
Rubio’s appointment therefore creates a historical parallel with one of the most influential foreign-policy figures of the Cold War era, although the two administrations operated under very different circumstances.
The decision also formalizes a working arrangement that had continued for more than sixteen months without Trump naming a separate permanent national security adviser.
The national security adviser position is a White House staff role and does not require Senate confirmation, allowing Trump to make the appointment through a presidential commission.
Rubio’s expanded responsibilities come as the Trump administration manages multiple international issues, including conflicts and negotiations involving Iran, Ukraine, Israel and other major security concerns.
The secretary has repeatedly appeared alongside Trump and other senior officials as the administration develops its foreign-policy approach and communicates decisions involving national security.
Rubio has also previously held additional temporary government responsibilities during Trump’s second administration, including serving as acting administrator of the U.S. Agency for International Development.
He also briefly served as acting archivist of the United States, adding to a growing list of government responsibilities that have accompanied his role in the administration.
The decision removes uncertainty over whether Trump would eventually appoint another official to lead the National Security Council while leaving Rubio in charge of both diplomatic and national-security responsibilities.
For now, Rubio will continue serving simultaneously as secretary of state and national security adviser, placing him at the intersection of the administration’s diplomatic and national-security decision-making.
