Iran’s Oil Minister Resigns as U.S. Pressure Squeezes Tehran’s Oil Exports

Iranian Oil Minister Mohsen Paknejad has resigned, according to Iranian state media, as Washington intensifies pressure on Tehran’s oil industry during the continuing U.S.-Iran conflict.

Paknejad’s resignation was reported on October 4 and accepted by President Masoud Pezeshkian. Hamid Bovard, chief executive of the National Iranian Oil Company, was appointed acting oil minister.

Before leaving office, Paknejad said Iran’s oil revenue stream remained active. His resignation therefore does not independently establish that Iran has completely lost access to oil income.

U.S. Treasury Secretary Scott Bessent separately said Iran would have “no oil on the water” during the week, describing the situation as unprecedented since Iran began producing oil.

Bessent’s statement was a description of Washington’s assessment and economic pressure campaign, rather than independent evidence that every Iranian oil shipment had physically stopped worldwide.

The current situation is considerably more complicated. Iran has said the Strait of Hormuz will remain closed until specific conditions are met, while the United States has maintained that alternative navigation arrangements can keep portions of the waterway accessible.

Reuters reported October 5 that Middle Eastern crude exports had nevertheless exceeded pre-war levels on several days in late September, showing that regional oil flows have not simply disappeared despite the conflict.

That distinction is important: Iran’s own exports can be severely restricted while other Gulf producers continue moving crude through alternative routes, pipelines, protected corridors, or limited maritime traffic.

The Strait itself remains heavily contested. Iran says reopening depends on seven conditions connected to an interim agreement, while Washington and Tehran continue negotiating through intermediaries.

For Tehran, the immediate challenge is maintaining domestic fuel supplies and government revenue while sanctions and maritime restrictions limit its ability to monetize crude production.

For Washington, the reported resignation and falling Iranian exports provide evidence that economic pressure is reaching the energy sector, although they do not by themselves demonstrate that Iran’s economy has collapsed.
