The Reality The Senate did pass Kennedy's resolution. On May 14, 2026, the Senate approved S. Res. 526, titled Withholding the Pay of Senators if a Government Shutdown Occurs. The measure passed by voice vote after an earlier procedural vote advanced it 99–0.  U.S. Senator John Kennedy +1 But there is an important distinction between the graphic's wording and what the resolution actually does. It does not permanently eliminate senators' salaries during a shutdown. Instead, the Secretary of the Senate is directed to withhold senators' compensation while a shutdown is occurring. When Does It Take Effect? This is another detail missing from the viral graphic. The resolution was approved in May, but it is designed to take effect after the November 2026 midterm elections. That timing relates to the 27th Amendment, which restricts when changes to congressional compensation can take effect.  Roll Call +1 So the headline “senators face no pay during government shutdown” is broadly describing the future rule, but it can give the impression that senators immediately lose their pay whenever a shutdown occurs. That is not quite accurate. The resolution applies to future shutdowns after its effective date, and the withheld compensation is ultimately paid after the shutdown ends.
