WASHINGTON — President Donald Trump says the United States has reached an agreement with Denmark and Greenland giving Washington permanent control over security, but the arrangement does not transfer sovereignty.
A New Greenland Agreement
Trump announced the agreement on September 18, describing it as a major breakthrough that would allow the United States to protect Greenland while addressing long-standing American security concerns.
In a Truth Social post, Trump said the United States would have the ability to act “forever” to secure Greenland and American interests, while preventing hostile powers from establishing footholds.
However, the agreement should not be described as an American takeover of Greenland. Greenland remains an autonomous territory within the Kingdom of Denmark under the emerging arrangement.
Danish Prime Minister Mette Frederiksen said Denmark and Greenland expect to sign the agreement with Washington during the United Nations General Assembly in New York next week.
The agreement would then require the necessary parliamentary procedures in Denmark and Greenland before becoming legally effective, meaning the details announced by Trump are not yet fully operational.
What Would The United States Gain?
According to officials cited by Reuters and CBS News, the arrangement would expand the American military presence and preserve extensive access to Greenland for defense purposes.
The proposed framework would also prevent non-NATO adversaries from establishing military bases or making sensitive investments in Greenland without American approval, according to U.S. officials.
Trump said Washington would immediately begin developing a larger military presence at appropriate locations, although the precise scale, locations and timetable have not been publicly detailed.
The United States already operates Pituffik Space Base in northwestern Greenland, supporting missile-warning, missile-defense and space-surveillance missions important to American and NATO security.
Greenland’s geography makes it strategically significant because the island lies between North America and Europe, near important Arctic and North Atlantic military routes.
Greenland’s Sovereignty Remains Unchanged
The Danish government said the agreement recognizes Greenland’s sovereignty and territorial integrity while preserving the Greenlandic and Danish peoples’ rights to self-determination.
Greenland Prime Minister Jens-Frederik Nielsen also said the emerging agreement benefits all three governments and recognizes Greenland’s interests, according to the Associated Press.
That distinction matters because Trump has previously advocated acquiring Greenland outright and repeatedly declined to rule out using force to obtain greater American control.
The new arrangement therefore represents a different approach from outright annexation: Washington would expand its security role while Greenland remains within Denmark’s constitutional realm.
Why Greenland Matters To Washington
Trump has repeatedly argued that Greenland is essential to American national security because of its Arctic location and concerns about potential Russian and Chinese activity in the region.
The United States already possessed broad military rights under a 1951 defense agreement with Denmark, including rights related to facilities, personnel and military operations.
The emerging agreement would build upon that existing framework rather than creating American sovereignty over Greenland, according to reporting from Reuters, AP and CBS News.
For Denmark and Greenland, the pact could provide stronger American security involvement while maintaining their formal sovereignty, although its final legal terms remain subject to parliamentary review.
The announcement follows months of diplomatic tension after Trump’s repeated demands for greater control over Greenland strained relations with Denmark and raised concerns among European allies.
The agreement’s final wording, military commitments and implementation procedures will determine how much practical authority Washington gains, making the upcoming signing and parliamentary reviews particularly important.
