Trump Announces $15 Billion Steel Project in Iowa as U.S. Pushes to Expand Domestic Production

WASHINGTON — President Donald Trump announced a planned $15 billion steel mill in eastern Iowa on September 28, 2026, describing the project as a major expansion of American steelmaking capacity.

The project will be developed by Mesabi Metallics, a Minnesota-based company backed by India’s Essar Group, rather than by U.S. Steel itself.

According to company and government announcements, the facility will be built in Lee County, southeastern Iowa, with construction expected to lead toward initial steel production around 2030.

The proposed complex is expected initially to produce approximately 7.5 million tons of steel annually, with planned development eventually increasing capacity toward roughly 10 million tons.

Trump and federal officials have described the facility as potentially the largest steel plant in American history, although the final scale will depend on construction and subsequent expansion.

The project is expected to create approximately 1,750 permanent jobs in Iowa, while construction could support as many as 6,000 temporary positions during the building phase.

The new mill is intended to form part of a vertically integrated supply chain, linking Minnesota iron ore production with steel manufacturing in Iowa.

Mesabi Metallics plans to source iron ore from its developing Nashwauk, Minnesota, mine, a project that has already received billions of dollars in investment and is nearing production.

The Minnesota operation is designed to produce direct-reduction-grade iron ore pellets, which can serve as feedstock for modern electric-arc-furnace steelmaking.

Mesabi Metallics recently reported that its Minnesota project had reached important milestones, including production of its first concentrate and additional federal financial support.

The company has said its Minnesota mine represents one of the largest private industrial investments in the state and is intended to strengthen domestic access to strategically important iron resources.

Federal financing has also become part of the broader development strategy. Government documents describe potential Export-Import Bank support connected to Mesabi’s Minnesota mining and direct-reduction iron operations.

Trump has linked the new steel investment to his administration’s broader trade policy, particularly the use of tariffs on imported steel.

At the White House announcement, Trump argued that his tariff policies had encouraged companies to expand domestic steel production and investment. Reuters reported that he characterized the industry as “roaring back to life.”

The administration has promoted the Iowa project as part of a broader effort to rebuild domestic industrial capacity and reduce dependence on foreign sources for critical manufacturing inputs.

The proposed plant could also supply steel to industries considered strategically important, including infrastructure, automotive manufacturing, construction and defense-related production.

Mesabi chairman Rewant Ruia said the project would connect American mining, transportation, energy and manufacturing into a more integrated domestic supply chain.

The announcement also carries political significance because it comes weeks before the November 2026 midterm elections, when Iowa and other industrial states will receive substantial campaign attention.

Iowa Republican officials appeared alongside Trump during the White House announcement, including Senator Joni Ernst and other state and federal representatives.

Supporters have emphasized potential employment, investment and manufacturing benefits, while the project’s long-term economic effects will ultimately depend on construction, financing, production and market conditions.

The project also differs from the separate investment program involving U.S. Steel and Nippon Steel, which includes billions of dollars in upgrades to existing American steel facilities.

U.S. Steel says it plans to invest up to $2.5 billion in Pennsylvania’s Mon Valley Works, including a new hot-strip mill and equipment upgrades at the Edgar Thomson facility.

That Pennsylvania investment should therefore not be confused with the newly announced $15 billion Mesabi Metallics project in Iowa.

The image accompanying the original viral headline creates precisely that potential confusion because it shows Trump in front of a U.S. Steel Mon Valley facility, while the newly announced $15 billion project belongs to Mesabi Metallics and will be located in Iowa.

The distinction matters: Trump has previously promoted major U.S. Steel investments in Pennsylvania, but the $15 billion “largest-ever” project announced September 28 is a separate Iowa development.

For now, the Iowa project remains a planned development, with construction and future production still ahead. Steel output is currently targeted for around 2030.
