A dramatic Fox News-style graphic claims that President Donald Trump has unveiled a $15 billion plan for the largest-ever U.S. steel plant. The $15 billion project is real, and Trump announced it recently—but the image creates confusion by placing him in front of a U.S. Steel facility.

The newly announced project is not a U.S. Steel project. It is being developed by Mesabi Metallics, a Minnesota-based company backed by India's Essar Group, and the planned mill is located in southeastern Iowa.

Trump announced the project at the White House on September 28, 2026, describing it as the largest steel plant in American history. Mesabi Metallics plans to invest approximately $15 billion in the Iowa facility.

The planned facility is intended to be part of a vertically integrated supply chain. Iron ore from Mesabi Metallics' operations in Minnesota would be processed and transported to Iowa for steelmaking.

The company recently opened a new iron-ore mine in Minnesota, which the White House describes as the first new iron-ore mine in the United States in approximately 50 years.

Mesabi Metallics plans to use direct-reduced iron and electric-arc-furnace technology, combining processed iron ore with recycled scrap to produce steel. The company says the integrated approach is intended to provide domestic steel for industries including automobiles, infrastructure, energy and defense.

The project also involves substantial federal financing. The U.S. Export-Import Bank has committed up to $10 billion in financing for expansion connected to the company's operations, according to Reuters.

That financing detail makes the project's funding structure more complicated than simply saying Trump “unveiled” a $15 billion government-funded plant.

That means the project is an announced investment plan, but important steps remain before the plant becomes an operating steel mill.

The Iowa legislature still has to address the proposed incentive changes, while construction and infrastructure development must proceed before steel production can begin.

The U.S. Steel reference in the thumbnail creates a second potential misunderstanding.

U.S. Steel does have a major investment planned in Pennsylvania. The company says its expanded commitment to the Mon Valley Works could reach approximately $2 billion to $2.5 billion, including a new hot-strip mill at the Edgar Thomson Works.

But that Pennsylvania investment is separate from the newly announced $15 billion Mesabi Metallics project in Iowa.

So the photograph's U.S. Steel building should not be interpreted as evidence that U.S. Steel itself is building the $15 billion Iowa plant.
