U.S. and China Open New AI “Hotline” as Trump-Xi Talks Expand Technology Cooperation
WASHINGTON — The United States and China have agreed to establish a bilateral communication channel for artificial-intelligence incidents, creating a new mechanism for discussing risks as competition over advanced technology intensifies.
The agreement emerged from Chinese President Xi Jinping’s three-day visit to Washington, where he met President Donald Trump for their second summit of 2026.
According to China’s Foreign Ministry, both countries agreed to establish a formal dialogue on the risks and benefits associated with what the Trump administration calls “superintelligence.”
The governments also agreed to create a bilateral communication channel specifically for incidents involving advanced AI systems, according to statements released after the summit.
The arrangement is significant because Washington and Beijing remain strategic competitors in advanced computing, semiconductor technology, artificial intelligence and other emerging technologies.
Rather than resolving the broader technology rivalry, the new channel is designed to provide a way for officials to communicate when potentially serious AI-related incidents occur.
U.S. Treasury Secretary Scott Bessent had already proposed an AI incident-notification mechanism during meetings with Chinese officials in New York earlier this month.
Bessent said greater transparency between the world’s two leading AI powers was important because certain AI incidents could potentially create national-security consequences.
Reuters reported that American and Chinese officials were scheduled to continue AI safety discussions in Shenzhen, including work on emergency communication protocols.
The discussions have focused on identifying major AI risks, including uncontrollable autonomous systems, cyberattacks and possible threats created by non-state actors.
The two governments have also discussed the responsibility of AI developers when their technologies contribute to significant security or safety incidents.
At the White House, Xi emphasized that both countries have the capability and responsibility to develop and manage artificial intelligence responsibly, with human oversight remaining important.
Trump has taken a different emphasis, repeatedly arguing that the United States should continue developing AI rapidly rather than imposing restrictions that could allow China to narrow the technological gap.
Despite those differences, the new communication mechanism reflects an area where Washington and Beijing have identified overlapping concerns about the consequences of increasingly powerful AI systems.
The agreement comes alongside broader efforts to stabilize economic relations, including a reported arrangement covering approximately $30 billion of goods under reciprocal tariff reductions.
The countries also agreed to continue working through a bilateral trade mechanism, while extending earlier negotiations intended to prevent renewed escalation in their tariff dispute.
However, the AI channel does not eliminate disagreements over semiconductor exports, advanced computing, technology restrictions or national-security controls.
Both governments remain cautious about sharing sensitive technological capabilities, meaning the new dialogue is expected to focus primarily on safety, risks and communication rather than unrestricted technology cooperation.
The next formal exchange on superintelligence is scheduled to take place no later than November, according to the agreements announced after Xi’s visit.
The development could give Washington and Beijing a dedicated avenue for communication if an AI-related incident threatens to escalate beyond the technology sector into broader diplomatic or security tensions.
For now, officials have described the arrangement as a communication and risk-management mechanism rather than a comprehensive agreement on AI governance.
